I have informed Dr. Jum that you and kr. de la Prade

would wish to see him in person in ordet to ask him either to

mforce on the strikers the terma mentioned in the drafs state-

ment or to consent to the pubXication of the sane,

Dr. Jua aska mo to say that it would be extremely

injudicious for him to attempt to compel the strikers to nonept

terms considered by them unsatisfactory involving as they do

the sagrifion of a section of the strikers, While Dr. Sun

desires to see a speedy settlemmt of the strike, it would

gravely complimate and worse the situation if he were to une

force to samure the submission of the strikers, aml the more no

in view of the fact that the strike is essentially a dispute

between foreigners and Chinese regarding a detail of muinistra-

tion in territory at present under forsica control.

Dr. Jun believes that the publication of the state-

ment would not be fair to him and therefore cannot see his WAY

to assent to its release to the public. It might lead the

public to conclude that the strikers are opposed to a settlement

which Dr, Sun considers reasonable. Such an inference wo u la

rot be accurate, since Dr. Sun's wole idea has been to assist

both sides to find a way out of the deadlook osused by the

question of the lu-kanga; and ready as he was to offer his mod

offices, he in no way assured the position of a judge in the

matter, hemos he could not well be represented as pronouncing

judgment against the strikers,
